Over the past several years, Montana has experienced a rise in opioid related overdoses and has responded with an increase in access to naloxone, Medication for Opioid Use Disorder (MOUD), and recovery support services. As part of this effort, the Montana Public Health Institute (MTPHI), in partnership with the Montana Department of Public Health & Human Services (DPHHS) and key stakeholders are working to ensure opioid prevention, harm reduction, treatment and recovery resources to the right people in the right locations.
Opioid Education and Naloxone Distribution Program (OENDP)

The Montana Public Health Institute is funding six partner organizations to pilot regional Opioid Education and Naloxone Distribution Programs (OENDPs) across Montana to increase equitable access to naloxone, harm reduction strategies, Medication for Opioid Use Disorder (MOUD), and recovery support services. The OENDP hubs will conduct targeted outreach to identified touchpoints, and prevent opioid overdoses through community education, engagement, and effective use of life-saving medications.
The goal of the OENDP is to increase access to training for and distribution of naloxone within each region and to connect communities to resources, with the goal of reducing health disparities related to opioid misuse.

In 2023, the State Opioid Response (SOR) Program added in harm reduction to the continuum of opioid response work. The SOR Program focuses across the continuum to meet people where they are and improve health outcomes.
